Secretary’s office announced late last night that Beijing has agreed to
continue diplomatic relations with Moscow for the time being pending the
results of a UN- brokered conference between Russian and Kazakh diplomats
aimed at finding a means of working out a cease-fire pact between Russia and
Kazakhstan to end the border war which has been raging for nearly two months.
The Chinese government had previously threatened to sever diplomatic ties with
Russia if Russian combat troops did not withdraw from Kazakh  territory
  by today....
